Why You Shouldn’t Overlook China’s Smart Tax-Refund System

China’s tax-refund (VAT rebate) policy is an easy way to get back some of what you shell out when you shop—but only if you understand how this year. With the following right knowledge, the process is straightforward and adds extra value to your shopping experience.

Who Is Eligible

1. You must hold a non-mainland China passport and not stay in mainland China for more than 183 days.

2. The items purchased must be for personal use, not consumed on exit, and taken out of China within 90 days of purchase date.

3. The store must participate in the tax refund scheme (look out for “tax refund” signs and inquire at checkout).

Thresholds & Refund Limits

One major adjustment was made in April 2025: the minimum expenditure that would qualify a customer for a tax refund from one shop during one day has been lowered to CNY 200 (from the previous 500).

Also, the cash-refund limit has been raised: up to CNY 20,000 is refundable in cash or mobile payments for sums below.

If the refund value is higher than that, it has to be credited to a bank or credit card.

Refund-Upon-Purchase: What You Need to Know

Yet another of the big recent developments is the trend toward instant tax refunds at purchase time (refund-upon-purchase). This lets. you claim VAT in cash immediately at participant outlets, without having to wait until you leave.

This is how it typically goes in these shops:

1. You spend at least CNY 200 and request a tax refund.

2. When you check out, you accept the terms and pre-authorize your credit card.

3. The merchant offers the refund directly (in cash, bank transfer, or mobile payment).

4. When you depart, customs will continue to examine the goods and documents to finalize (or invalidate, if the law is broken).

This mode is already being used in large cities like Shenzhen, Guangdong, Sichuan, Beijing, Shanghai, and Zhejiang.

There are 12 centralized refund locations and over 1,000 registered stores for “refund-upon-purchase” alone in Shenzhen (as of 2025).

Step-by-Step Guide on How to Claim a Refund

A. In the Store

1. Shop at designated tax refund store and inform staff that you want to claim VAT.

2. Hand over your passport and ask for a tax refund form along with a normal invoice.

3. Sign the refund agreement required and make card pre-authorization (in stores with instant refunds only).

4. Leave all original packaging, receipts, forms, and goods intact for customs examination.

B. At Departure (for verification required)

1. Find the customs verification counter at your departure terminal (prior to check-in or baggage drop).

2. Hand over your goods, refund vouchers, invoices, and passport for stamping.

3. Proceed to the refund agent counter inside the international departure area with those stamped documents.

4. Then the refund is settled (or, if instant refund already done before, your preauthorization is released).

You have 90 days from the purchase date in which to do this, provided you depart within that period.

You may refund the amount at another airport or city different from where you had bought the goods — purchase and refund need not be executed from the same location.

How Much You Can Refund

Refund varies with the rate of VAT mentioned in the invoice:

1. For goods on which VAT is 13%, the refund ratio is usually 11%.

2. For goods on which VAT is 9%, the refund ratio is 8%.

A standard handling fee of around 2% is usually levied if processed via refund counters.

Tips for Maximizing Your Refund

1. Group purchases in the same store on the same day to reach the CNY 200 threshold.

2. Shop always at clearly marked tax-refund stores — staff must be trained in the system.

3. Don’t touch your goods or remove the original packaging until after customs clearance.

4. Arrive at the airport early in order to complete refund stamping before checking in.

5. When purchasing at a store providing instant refund, ensure that choice before buying.

6. Keep an eye on your refund payment if paid onto a card — usually takes 14–22 working days.

China’s new tax refund policy offers a more liberal, instant, and convenient plan than before. With a lower threshold on spending, instant refunds for most purchases in most shops, and a higher limit on cash refunds, the plan now incentivizes everyday shopping to a greater extent. As long as you follow the rules and keep your documents safe, you’ll discover that getting some of your VAT back is easier than ever.
